California's 2025 Energy Code applies to permit applications submitted on or after January 1, 2026. Newly constructed detached ADUs generally require newly installed solar PV unless an exception applies.
Qualifying new modules may be installed on the ADU or added to an existing system on the same residential lot when permitted by the serving utility. The new PV must be included in the ADU permit application and sized according to the approved Energy Code documentation.
